My system hasn't been performing at its peak, so I open Speccy and my CPU temps at idle are 80C! The temps will sometimes fluctuate down to high sixties, but the average is around 80c. I have reapplied thermal paste, ensured that the fans are running, and ensured that the case fan is drawing cold air in. Even with the case panel off, the temps arent any better. Thanks for any help.

Solution
Use a better application to monitor CPU temp.
http://www.alcpu.com/CoreTemp/
https://www.techpowerup.com/realtemp/

Run and report back.
Either measurement is wrong, or you have a big CPU cooling problem.
It could be:
Too much thermal paste
Too little paste
No good cooler contact with the CPU
Bad quality cooler

Real Temp is only compatible with Intel chips if I'm not mistaken, but Core Temp gave me a reading of 10-30c. Thanks for the help!
