Good rule of thumb for TDP?

If your cpu has a Thermal design power of 65w or more and you are running pretty intensive applications; would it be a good good idea to invest in a separate cooling fan for the cpu? Anything below you 65 TDP im guessing you could use the stock cooling fan.

No, there is no rule of thumb regarding tdp and what fan to use. If a stock fan is included its enough to run that CPU within its stock parameters.

If you want to overclock, then you should get a better cooler.
