Sudden performance drop in games from one day to another

Hi,

I am a bit baffled by a problem I just came across, suddenly I am getting about half of the fps in games I got the day before. I am running a 1080ti with an i7-6700k, and I got anywhere between 120 and 160 fps yesterday in battlefield 1, today I am only getting 70 in average (in 1440p ultra) dipping down below 60 sometimes, or going up to about 80ish depends on the scene. Temps are all fine, the gpu is not throttling, at least the core clock remains stable at 1911mhz, cpu is not throttling either, barely even utilized.
(tried other games as well and those are down too, ME andromeda averaging around 55 fps, when it used to be close to a 100, synthetic benchmarks, like unigine heaven is down as well -though not half, but about 20% down regardless)

I have tried reinstalling the video drivers, it didnt help, I even reinstalled the OS (fresh install of win10 on another drive) with only the chipset and vga drivers installed on that and it is still the same

Does anyone have any idea what might be causing this?

cpu is barely utilized (around the 60% mark in bf1 which is normal - it is not throttling, keeping its oc boostclock as 4.5ghz), temps are around 55-60 (given there is a kraken x62 on top of it) graphics card is about 1 month old, fans are spotless, case has positive air pressure all intakes are dust filtered.

gpu is at 99%, core clock is around 1900mhz with temps in the sixties, all actual metrics I can see add up and seem fine, outside of the fps counter itself ...

no, the drivers were not updated, in fact they needed updating I just didnt do it. so drivers were the same when this happened. After this happened I tried updating them but it didnt help. Also I removed windows updates that were installed that day, didnt help either. A full clean windows install didnt help either.
Always hated vsync, so I never used it but should not make a difference in this case, I'm on a 144hz monitor (but it is off, yes), fps is uncapped by nvidia driver, I am getting the bf1 frostbite engine cap at 200 fps in the menus so it is capable of going up to 200, graphics settings is at the ultra preset (that includes AA as well)
