My CPU cabinet red light is always on and computer it soo slow

I had a problem of black screen of death. i fixed it by reinstalling OS. however after 2 days use the computer is soooo slow at boot and even after that and the red light dosent blink. i assume its the disk usage. disabling some services should fix it but what can i do i cant do anything i tried giving reset this PC from troubleshoot but it shows error and rolls back.

i had this problem on my other PC it was Windows host dll 32 and superfetch service
i disabled it and it went from 100% to 1 digits.

i try to open task manager i dont know but it dosent open. i cant decide weather its not responding or is it slow to come.
running services.msc also nothing happening well probably because the disk usage is 100 i tried CMD. it always says access denied even if i run it as admin. i cant find reset PC now when i boot with pen drive

What windows was installed before? Have u installed 32 bit version or 64 bit?
As someone said above open task manager and check usage of CPU/DISK/RAM , most likely it will be your RAM that ramp usage to 100%.
