Considering how low-spec the OP's PC is, having a 4GB GPU would be a waste of money if the price difference is remotely significant. On his current system, he'll never be able to crank details up high enough to make meaningful use of more than 2GB of VRAM before most games become marginally playable.

If he plans to upgrade his PC in the not-too-distant future, then getting the 1050Ti would make sense to have something worth carrying over. If the PC upgrade is not within the foreseeable future, then much faster entry-level GPUs or even APUs may be available by that point.
