Why am I getting high PING in CS:GO??

So today my broadband was giving me issue so I tried to use my mobile hotspot for playing CS:GO. After connecting it to my PC(via wifi) I performed speedtest and got following result(PING 40ms, Download 1.8Mbps, Upload 2.8Mbps) When I started playing game I saw PING reaching 900ms and lowest being 400ms. Can someone help me with this issue. I tried all the different commands in developer screen.

Yeah just because speedtest says that your hotspot is getting 40ms response time to its server doesn't mean you will see the same result in a video game. Less than 1 second response time from a hotspot is pretty good but obviously not usable for gaming.

My broadband used to have 80ms on Speedtest and in game it gave me 90 to 130ms. Is there anyway to resolve it on hotspot?
