Gaming performance, not at all what it should be ;/

I have built my own PC recently and i feel i am just not getting the performance i should be; for example in games as old as Call Of Duty: World At War i am getting extremely low fps, making it completely unplayable.

Also when i checked in MSI Afterburner my GPU usage was hovering at approximately 50% and my power usage did not exceed 20%

My Specs Are as follows:-

-CPU: i5-4590 (Clocked at 3.3Ghz 4 cores)
-GPU: NVidea GeForce 1060 3gb edition
-RAM: 8gb
-Hard Drive: PNY 120gb SSD and a Toshiba 1TB external (i know i should have an internal mass storage but shhhhh)
-MOBO: ASUS H81M-P Plus
-PSU: ACE A-600BR (600w)

Might also be a good mension that i am using a double molex to 8pin to power my gpu, which i was told would be fine but may not be ;/
 
Solution
OK well i feel like an absolute GOON, turned out after all this, my CPU was massively under performing as my CPU cooler was not connected fully. Only about a 6th of it was actually touching the CPU itself. So I attached it properly and booted up getting normal temps, and gladly normal fps. Anyways, thanks for the help you guys provided but in the end it was just me being a goon. I am however glad that i did get the more reliable PSU, just for the peace of mind.

Maybe we need to sanity check. What is the resolution and which (level) of settings you use? Everything ultra high or something?

My old box with radeon 6850 used to run even modern games fine... full HD resolution.

OK, so from the solutions, as i suspected my PSU is the problem :/

Am i going to be able to use it, safely or should i take the PSU out before it is a RIP to my whole system?

Also after testing fps on Rust (a game on my SSD) fps still seemed extremely underwhelming, compared to those with the same specs, and my friend with lower specs.

I'm also thinking if i do get a new PSU, would this be a suitable one?

It has all the connections i need (actually has a 6+2 pin, negating use of adaptor) but i'm a bit blurry about 12v rails etc...

So yeah, i didn't buy that exact PSU but i did buy another PSU which i have done PROPER research about , read a JonnyGuru review about it, and all seemed fine, yet once installed, i still only got 20% power usage, and am still getting like 20fps on cs:go, a game to my knowledge can run on a potato of a PC.

I didn't purchase the one you suggested as i live in the UK and shipping that PSU to the uk would have cost a bomb, and i could nit find it supplied in the uk to extensive shipping costs.

This leads me to think that it isn't my PSU and is in fact something else ;/ though i am happy i bought a safe PSU now

Yeah, i have problems with every game that is even slightly graphiccly demanding, i have played titles such as, Rust, Call Of Duty World At War, XCOM 2, Mortal Kombat X and many other games

This is my firestrike score, which seems to show that my cpu is massivly under performing :/ i have no clue why
