Since about 2/3 days ago, I've been checking my MSi Afterburner and the memory clock and core clock are very low, like under 200MHz for the core clock and under 450Mhz for the memory clock. Any advice to up these numbers?
Did you see any fps drops in games or just the clocks being lower?
Have you monitored your temps (both GPU and CPU)?
Normally lower clock speeds are due to thermal throttling

What is PSU?
I've experienced fps drops in games such as Overwatch and CSGO
The GPU temperature is usually 25-27 degrees C, and CPU is 27-36 degrees C
Is thermal throttling an easy fix or something very complex?
PSU is the Power Supply Unit. The box thingy that has all the cables that give power and connect your system.
Thermal throttling is because of high temperatures but if you have those temps I dont think that's your case. Have you monitored temps at full load as well?

This is quite normal at idol ( just browsing web or playing tunes ) .If you leave afterburner running whilst you play a game you can see the data from the gaming when you quit game. Your Pc will only increase its speed when its required to by gaming etc.

Is there any other way of finding out my PSU without opening my PC up?
Is full load when I am playing games?

But before whenever I opened Afterburner the speeds were high, even if I was gaming or browsing.

Gaming high usage =afterburner high clocks ......... non gaming = idle low clocks
