GPU usage jumping from 100 to 50

I have a 980Ti and it's been working fine for the last 2 years but lately I'm getting this problem - https://gyazo.com/a4bbb95c0db88a8df2a70b9368050879 Does anyone have any idea on why this is happening. It can be felt in game, I go from 120 to 40-50 fps and then it resets again to 120. It's not a memory leak and not restricted to one game, every game and benchmark is the same. I was thinking it might be my PSU but I'm not sure, I've done a full driver reinstall, no overclock, etc. I've had my PSU for 5-6 years and it's a 550W FSP PSU, so I think it might be the problem. Here are my specs: i7 3770k @ 4.0 Ghz 16 GB DD3 RAM GTX 980Ti Windows 10
 
Solution
Try reinstalling the system , if it doesn't helps check my other 2 solutions. I think that the local shop can borrow you a power supply no problem.

There might be 3 things going on. First one: your gpu has got power delivery problems and it's just hardware , you need to check it on other pc. Second: there might be something wrong with the psu , borrow someone's psu and swap them for one day. Third: driver problem , reinstall your system or at least try using ddu program.

I tried DDU, as well as rolling back drivers but it didn't work. :(
