Windows 7 wouldn't boot, can I fix it by copying files from a good installation?

I have two bootable Windows 7 hard drives on my computer that I switch them around. Recently, one of them was messed up and wouldn't boot. I wonder if I can copy the relevant files and folders from my working disk to the broken one. If I can, what are the files that need to be copied?

For example, I can do a robocopy with /MIR option for the Boot folder.

I went through all that already, and a lot of diskpart, bootrec, bcdboot, becedit, chkdisk, etc. etc. to no avail. The computer could not find storport.sys even though it is right under c:(?)\Windows\System32\drivers.
