Is the chat cooler master hyper 212 evo supposed to be so loud?

Cpu cooler-cooler master 212 evo
PSU-corsair RM 550x

My cpu cooler fan makes a lot of noise from startup untill I turn it off.

I need to know why my cpu cooler gets crazy loud upon startup while other users say theirs remains unnoticable. Furthermore, I'm wondering if the issue is my processor because even though my fan is working harder than those of others, my cpu temp reads slightly worse than theirs at 40 celsius idle.

Please help with any possible advice.

If it's not overheating you should check for and adjust fan speed curve in BIOS or by SW so it speeds up only when necessary.

I realized that my fan speed is jammed at max and I couldn't reset or use the motherboard bios to lower fan speed, but it lowers in the bios themself only. Would using a previous bios version fix this problem? That would be the last thing I can think of.

Also, while my fan is stuck at max, my cpu temp idles at 40c, while other reviewers say that theirs will idle at 30c with a silent fan. Could the problem be my mobo or processor overheating themself? Thankyou

No, the CM 212 is not supposed to be loud
No, it is not supposed to run a max all the time.

Temps between your system and whatever utubers you find are 100% irrelevant.
Your system is not their system. Your case is not their case. 40C is not terrible.

I was wondering because I bought this after seeing all the quiet 30c while quiet temps other users of amazon had. I was concerned that this spend might be wasted because that fan sounds like a hair dryer or the system can't overclock an i5 2500.

1. Don't listen to Amazon reviews.
2. The 212 was good....5 yrs ago. There are MUCH better ones now, for the same price.
3. Yes, you can OC with it. You are currently no where near max temp.
4. Fix the max fan speed thing.

You have software running from MSI that maybe causes this? Something like "Control Center"...

Tested a dfferent motherboard and ithe cpu fan worked fine.
