Suddenly Low FPS on Capable Gaming Computer

So, to begin with, I've done just about everything possible at this point. I went as far as to completely replace my SSD, my graphics card, and my motherboard and processor are fairly new. (About 3-4 months, maybe? More?) I used to be able to get about 100+ FPS on League of Legends and just about any game, but now I'm lucky to get half of that on, again, any game. I've also noticed that every process on my computer is much slower than it should be in the first place. Outstanding scores on benchmarks and no heating issue. I've even taken it to a professional repair facility and they're not even sure what the problem could be.

Processor: AMD FX(tm)-8350 Eight-Core Processor

Video Card: NVIDIA GeForce GTX 1060 6GB

RAM: 8.0 GB

Operating System: Microsoft Windows 10 64-bit

Can i know the CPU usage when u play a game in high graphics? it will in task manger in check more detial in the bottle of it and play a game and suddenly press ALT + TAB and see CPU usage

Stock non-Wraith CPU heatsink? If so, upgrade that ASAP; the stock one that they shipped before they came up with the Wraith cooler is pretty poor. It'll keep the CPU cool, but not under seriously heavy load like what most modern games do.

I would know; I'm stuck on the stock heatsink with my FX-8370 because my liquid cooler won't fit my new case ><

The CPU usage on Black Desert (A very graphics-intensive game) is only about 1.32 GHz or 19% on the highest graphics.
