Is my GPU dead?

I think my GPU is dead, whenever the card is plugged into my motherboard my pc wont boot at all. I hit the power button everything turns on all fans, all LED from motherboard and card, my monitor gives a black screen then a few seconds later the LEDs on my GPU go out (fans still running on the GPU) and then my monitor says no signal, and it does this if I plug my monitor cable into the GPU or MB. So I take the GPU out start up everything runs fine. This happened only once since I've built this PC it was a month ago i was on the internet then all my fans Or my disk drive went full blast and it crashed wouldn't boot up so I left the Pc off for a half a day come back turn it on everything works. At this point I don't know what to try before contacting Tech Support since the GPU is still under warranty. And I've been trying tons of different things. I've tried letting it sit powered off for a day, resetting the CMOS, updating drivers, my MB bios are already up to date, different monitors, different cables, plugging the GPU into different PCI slots, both sets of my 6+2 pins from the PSU, different boot modes,setiing the on board graphics as the primary, finally tried getting rid of the GPU drivers and reinstalling the card, windows was up to date when it happened too. The only thing I have not tried is putting something else into the pci slots or trying the card in another setup which im trying to get my friend to help me out with.
Sorry for the winded story just trying to give as much info as i can.

My Specs: Nothing is overclocked, running everything with base factory settings built
