1. Is it compatible with Ram ddr4 2x16 Gb 3000MHz ?
2. I used Intel core i7 7700 3.6 when I start the PC there is no signal in my Monitor. can you help me what worng with?

You have to update the bios of motherboard with a 6th gen cpu then install 7th gen cpu. This can be done using help of a local computer repairer.

For RAM your motherboard supports ddr4 2x16gb 3000Mhz
