if u ask me though, i would recommend Radeon for low budget users since free sync is cheap. if u dont want to go for Ryzen, get the 7700k and RX580[4gb is fine for 1080p] with free sync 144hz monitor.

if u can go for Ryzen, go for 1600 and 1070 with a 144hz monitor. u can save some cash by getting a 2800 speed ram sticks and overclocking them to 2933 speed in bios.

If you do care about graphics of the newest games, a gtx 1070 is a must-have - it will also be much more future-proof as it is a high-end card right now. If you only played csgo, i would suggest gtx1060 + 144hz screen, but if you do play more demanding newer games - a gtx1070 and 60hz screen would offer better experience in a long-run.

Overall, i agree with Lucky_SLS, get a 6core 12-threaded AMD's Ryzen counterpart which will leave you with more money for a GTX1070. Also, a 144Hz screen would be a benefit for fast games like CS:GO. 144Hz monitor would be a great investment, because gtx1070 is strong enough to push 100+fps with great graphics and is considered an overkill for 1080p gaming. If you still have the funds after CPU+GPU combo, a 144Hz is a recommendation from me.
