Problems with my GTX 1060 not recognized by monitor/motherboard

I have built my new pc, all done but my GPU is not recognized since the monitor does not detect any signal. I plugged the cable (DVI) to the motherboard and it started normally, but obviously with the on-board graphic card. I installed W10 and all, but still my GPU is not recognized when plugged. Fans are off. I can't install drivers since it says that my hardware is not compatible.
Obviously it's plugged to the PSU but the cables have some adaptors.

MOBO: Asrock B250 pro4
GPU: Gtx 1060 3gb MSI
 
Solution
Check if installing it in second PCIe x16 slot changes anything. If yes, you have faulty PCIe slot. If not, probably faulty GPU, would need to check it at another comp.
