I need a Graphics Card For my PC Because:
The Sims 4 is Lagging
GTA IV is also Lagging
Just Cause 2 Needs A Graphics Card
my GT 420 Graphics Card Died
i needed a New One

My PC Specs Are:
Asus P5G41C M LX Motherboard
Intel Pentium E5700 (not overclocked. and im not upgrading)
2 GB Ram (Planning to Upgrade it to 4 GB Later This Year)
Windows 10 Pro (Creators Update)
i don't know the specs of my Power Supply

Solution
There is no point getting a GTX 950 if the OP is sticking with his Pentium E5700 (which OP specifically mentioned he is not changing at all). The GTX 950 is, indeed, a more powerful GPU compared to the RX 550 and RX 460/560 -- BUT -- with a weak CPU such as the E5700, the GTX 950 will not even use 50% of it's graphics power due to the CPU choking the GPU.

Below is a gameplay for GTA V, using the GTX 950 with the Pentium E7500 (note that the OP has the E5700 which is roughly equivalent to the E7500's processing power: http://cpu.userbenchmark.com/Compare/Intel-Pentium-E5700-vs-Intel-Core2-Duo-E7500/m976vsm987).

Notice how the CPU is already at max. load while the GTX 950 only hovers around 40%.

I haven't read that he has such a weak cpu. My bad , I am in a hurry and wanted to help , upgrade cpu and gpu :)

 
I honestly think the RX550 and the GTX950 is overkill. With his current CPU and RAM it would get bottle necked. Not to mention if his PC is that old then I assume his PSU is just as old which means it's probably going to have a hard time powering anything extra. Just bite the bullet and get a new PC. Spending money on upgrading that pc anymore is just not worth it, imo.
