My PC won't boot

Hi good day,

I have an Asus X551M and it won't boot, it's stuck on the ASUS Logo boot screen. I opened it up and left it open, then powered it on and noticed that the CPU fan is not working. I took my multimeter and confirmed that the fan was receiving a voltage supply which it was so i am sure that the fan is fried. My question is now, seeing as this is a 4 wire fan is there any possibility that because the fan is not working the CPU is somehow preventing the PC from booting?

It is possible. Some boards will not boot when CPU fan is not connected (and that's what it 'thinks' now) to prevent CPU overheating. Connect some other 4-pin fan to CPU_FAN header and boot. If system boots ok, then it's only failed fan; otherwise it may be something else.
