I'm having a problem changing my cpu fan speed.

I recently got an old PC from a friend that had a high cpu temperature problem 70c-100c. I decided to upgrade it with new mx4 thermal paste and cooler master hyper evo sink and fan, but the cpu fan remains locked at max speeds and i've even tried resetting my mobo to fix the problem.

Another issue with this is that even though it's locked at max, my cpu temp remains 40cu on idle when I bought this because normal temps were around 27c idle with a quiet noise level.

Is there any way to fix the fan control level after trying everything I know? Is my motherboard possibly just defective? is 55c too high a temperature when in bios and 40c on idle? Thankyou.

I edited my topic with my tech stats. I'm sure I plugged in my fan to the cpu in header on my mobo.
