I am looking for opinions and if this is even a good build. This is my first build by myself so I just want to make sure I have the correct parts and that they make sense for what I'm going to be using it for. I was planning on just upgrading my system but there are just too many outdated parts on my case/motherboard to bother I think anyways. What I want is the best resolution I can get for 4K gaming with high frame rates. my current motherboard only supports PCIe 2.0 and AVI outputs and newer monitors need HDMI or Display port to utilize higher resolutions as well as lack of usb 3.0 ports. I am also concerned about noise levels from fans and such. My current rig is very loud. Also not sure if I need additional fans/GPU cooling? not sure if reusing my current fans would be worthwhile since there might be more quiet options? Also not too concerned with audio as I will mainly be using a gaming headset.

Any help would be greatly appreciated.

Except you really don't. I wouldn't buy tons of case fans without buying your case first and you know the mounting for it. I personally think anything over $2500 on a build is kind of a waste unless you're going for a full custom liquid cooling setup, then your system can easily top $4K or more. But you really don't need to spend that much for 4K gaming currently. I would do something like this:
