Turning off power to USB ports when PC is switched off

Hello,
This issue has been asked and half-way answered before. But I'm asking this again with the hope of new information:
I recently installed two cabinet fans, mounted into my Computer cable. They're powered by my PCs USB Ports, and they're supposed to be turning off when the PC's shut down.
They're not.
I do not know what to do to get them turn off along with the PC. They've been running so long as I don't turn the PC's PSU switch off, and that's not something I'd call practical.
The Motherboard is an "ASUS Z97-PRO LGA 1150 Intel Z97 HDMI SATA 6Gb/s USB 3.0 ATX Intel Motherboard", seen on newegg at this link: https://www.newegg.com/Product/Product.aspx?Item=N82E16813132116

Also, I run Windows 7 Home Premium.
Can anyone advice me on what can be done to disable Power to my USB ports when the PC is shut down? Any advice from knowledgeable folks will be greatly appreciated.

That applies to SLEEP MODE, but if turns the computer OFF there should be no power at all to the motherboard.

*Please confirm you turn OFF and not just SLEEP?

I think your right about the sleep mode but when i turn mine off i can charge phone . So i'm leaning towards T53186 in the bios.

Yes, I'm trying to shut down, not just enter Sleep mode.
 
So using the internal USB3 connector that normally goes to the FRONT of the case?

If so, I guess the BIOS method is what you have to do as there must be power there so you can charge stuff even with the PC mostly off.

Not sure if you have OTHER OPTIONS for using those fans. I didn't know they existed as frankly I'd rather just use 4-pin fan control off the motherboard.

Oh, these fans aren't to cool the PC down. The way the Computer table is such that the hot air put out by the PC is trapped underneath, and slowly vents up to me. The cabinet fans are installed into the Computer table, but are powered by the PC's USB Ports. That way, they'll vent the hot air from the PC.
The cabinet fans are to keep ME cool, not the PC. :)
