Amd fx-8350 overclocking problem

Hello.
I have a problem that i can´t overclock my amd fx 8350 above 4.2 ghz and my CPU VCORE is currently on 1.408 V and someone told me that i shouldn´t pas 1.415 V on v-core if i dont want to overcook my motherboard.
My pc is half a year old and also i have problem that when i play games i have a lag spikes its definitely not internet problem. it started very recently like 2 weeks ago . And i see that everyone else get like 4.5-4.6 ghz on these cpu vcores that i have.
MY PC SETUP:
MOTHERBOARD: MSI 970 GAMING
CPU: AMD FX-8350 (overclocked to 4.2ghz) CAN´T PASS IT !!!
GPU: Sapphire Radeon RX 470 NITRO+ 4GB DDR5(default settings no overclocking).
RAM: Kingston DDR3 8GB 1866MHz CL10
PSU: Corsair VS650 (650W)
SSD: CORSAIR FORCE LE (120 GB)
I HAVE ALSO A NEW HDD: WD BLUE (1.0 TB). because i had problem with it.
My temperatures are also normal about 20-30 C in idle
and when iam in game dificult on cpu i have around 50-60 C but maybe there is one problem that my northbridge have very high temperatures around 80 C :D and i cant buy an active cooler on it anywhere. they were sold out or they weren´t making them anymore.
CAN YOU HELP ME PLEASE ? :)
With these 2 problems ? Every helps count :)

Monitor your cpu usage with these lag spikes, see if the cpu usage jumps when you experience this.
In a blind test you aren't going to notice the difference between 4.2ghz and 4.5ghz. Don't worry so much, your are most likely unlucky with your chip.

Honestly, given the low quality of the power supply, I think this is a solid overclock if it's stable. Yes, you have one of the most stable of the 970 motherboards, but the more you push that Corsair VS, the more ripple and looser the voltage regulation you're feeding the motherboard to deal with.

I tought that corsair have good quality psu i was choosing betwen this CORSAIR VS 650 againsr some no name so i tought corsair would be better choice and it is 650 w . In that time i read a lot of good feedback and review about it so i tought i would give it a shot i was thinking that my motherboard is the worst part in my pc :D because i found another one GIGABYTE 990X-GAMING SLI.

So can i send it on reclamation ? the cpu and they will give me another one ? because its not my fault that my piece have bad permormance. Also i have 2 year warranty :)

Well, it's probably better than the no-name. But it's Corsair's lowest-end PSU, with cheap capacitors and such, and it's not recommended for a power-hungry gaming PC, let alone one that's going to be pushed with an overclock. If you're stable at this voltage, take it!

It's also not worth buying a new motherboard at this point. The next motherboard you buy should be on a modern platform.

There's no promise about high overclocking, it's not a reason that will allow you to swap the CPU.

also i got one another problem for example when i am in rocket league in menu sometimes some squares appear on my monitor dont know if its monitor or gpu problem i have effect like when you had those old ass tv you had the black and white noise you know what i mean ? i have that problem but its just like in some lines not the whole screen. :/
Its incredible like for a half a year i had no problem now i have these annoying problems. i have bad luck or something...
