Ive recently noticed my cpu usage maxing out at 100% while playing games such as league of legends. i used to run at 130fps, and am now at 40-70fps. why :(

That thermal margin seems a bit low and also not taken while on a full load. It's not uncommon in my experience for there to be a 40 deg C difference between idle and full load.

Check thermal margin again when you have a full load (use AMD Overdrive's own stress test if necessary); thermal throttling could still be an issue.
Game could be taking up resources. An update to the game could have changed things. Things running in the background. There are a lot of possibilities.

Use something like MSI Afterburner to monitor usage of components to see if there's an observable pattern to these fps drops. I personally tend to monitor fps, frametimes, CPU, GPU and RAM usage.

When your cpu gets too warm it slows itself down to protect itself. By slowing down it cools itself off.

Run this program in the background it will tell you the minimum and maximum of all your peripherals after a game.
