what does a high GPU and CPU ms mean

BEWARE LOW END PC
So I look at my gaming stats and it says
GPU: 250+ms
CPU: 250+ms
and recently that game runs pretty smoothly but abruptly it started to lag.
I'm not sure how to fix it and if the high ms and lag are connected. Also I've been thinking if i get a new graphics card that's not the same as my stock card will the 2 cards combine and create a "super card" or must they be the same in order for them to combine.

Downoad GPU-Z to see if you have a different GPU other than the Intel HD 4400 Graphics that comes with your i3-4130. http://www.guru3d.com/files-details/gpu-z-download-techpowerup.html

You probably would not combine 2 graphics cards anyways as they usually don't work well like that in most games even if they are compatible. I would like to know if you have a dedicated graphics card though so I can recommend one you should get.

Assuming you do not have a dedicated graphics card already or have a lesser, older one, these are possible GPUs I would recommend, (depending on your current GPU and your budget, you can choose other brands of these GPUs if you like):

I dont know all the specs, but I do know i have the:
Intel(r) core(tm) i3-4130 cpu @ 3.40ghz driver (stock) Processor
8.00 RAM
