Radeon HD 7970 - Thermal paste on "chips" around GPU

I have a Radeon HD 7970 black Edition. While I was cleaning of old thermal paste off the 7970 to upgrade the heatsink, some of the thermal paste got on some of the tiny "chips" around GPU chip and I tried cleaning them with alcohol and a soft toothbrush. The thermal paste that was on it is EVGA Frostbite. I was told by one of their "experts" thats this is electrically conductive. I bought Artic Silver MX-4 to replace the old paste. The motherboard I'm using is a MSI 970 gaming and it is now giving me 1 long, 2 short beeps. That is a graphics card error from my reseaching. I have now replaced the 7970 with a G-force 1070. How would I go along to possibly fix this issue with Radeon 7970? I would like to used this 7970 a future server if it is posible. Thank you for your time and knowlege
 
They sell these little hand squeeze air blower things, to clean lenses. I use it it to blow dust and dirt out of tight spaces in my computer. It's better than that canned air, since it's a squeeze bulb it never runs out. Between blowing stuff out and using alcohol to clean stuff off, you should be able to get it clean. If it still has problems it's most likely because you didn't reassemble it correctly. That's a hot running card, if the heatsink and any thermal pads being used are not making the proper contact, you'll have problems.

I followed the instructions that came with the heatsink and youtube on assembling the card+heat sink. The fans on the new heat sink kick on and the back part of the card where the GPU is gets warm. However, the computer give 1 long and 2 short beeps. Would the thermal paste that was used cause issues with those tiny chips surrounding the GPU, especially if the paste it electrically conductive?
