High CPU usage but Low RAM Usage

I am a counter strike:global offensive player and i recently used MSI Afterburner and saw my CPU is hitting 90 degrees while playing and its 93% used but my RAM is used only 50% in total. My GPU is 1050 Ti and its working fine.

Processor: i3-6098p
RAM: 8GB DDR4 Venegance
GPU: 1050 Ti 4GB

Why ram is not used more and is my CPU Bottlenecking?

Your CPU isn't necessarily bottlenecking, it's probably just underpowered. Upgrade that i3 to at least an i5 or an i7 if you can afford it and you should be fine.

Until you upgrade I wouldn't recommend continuing to play CS:GO if it's making your CPU hit 90; CPUs, especially Intel ones, shouldn't ever hit above 70.
