My computer cycles power on and off a few times before booting to windows

I just built this computer it is a Ryzen 1600 on an asrock AB350 Pro4 with an EVGA 650 G3 PSU and when ever I try to either restart or turn it on it has to power cycle a few times before it would boot to windows. Once it boots it is fine. Here is a video of it powering on and off. I had to jump the power switch with a screwdriver. https://www.youtube.com/watch?v=crMickfOLIw&

Any help would be greatly appreciated.

I hope you have a graphics card on that 1600. Are you overclocking anything? Have you tried applying a different set of ram? Is the Memory on your BIOS set to Auto? Try cleaning each stick of memory with something like rubbing alcohol.

I have a 1070 as well and I re-seated the ram, 24 pin and 8 pin cables as well as resetting the bios to default. I'm not sure which one fixed it but now it boots with no problems. Thank you
