FX-8350 30-35 Celsius under load

I bought an 8350 off ebay just to replace my old 8320 which had some issues. After using the 8350 for over a month now, I started to notice slight stutters in games and video editing, and started to wonder if there was anything wrong with the processor. Running a system stress test with aida64, I noticed that the cpu was fluctuating at 30 degrees UNDER LOAD. This seemed odd to me as my old cpu, even with a hefty overclock, held 70-80 degrees under load. Could this be a cpu problem, or just my cpu cooler being a beast? (Kraken x61)

If you did oc unless your room temps are like 12-15 degrees i would not count on temps being that low maybe low to mid 40's
but if it as stock speeds then maybe 35 degrees are realistic am3+ is out dated, its ipc is very bad compared to modern intel and amd cpu's and i would advise you to replace it as soon as you can as you can't fix the stutters especially in CPU heavy games.

I've done a couple more tests and it looks like the cpu is throttling for some unknown reason even at stock settings. An AIDA 64 stress shows the cpu at 100% cpu usage with no thermal throttle, even though task manager shows the cpu usage fluctuating from 100% to 34% along with the clock speed dropping to 1Ghz. Pretty weird :/

I found another weird thing about this. Going off from a post from a user on the linustechtips forum, I set the cpu usage to 100% by turning off idling. This gave me results of the cpu performing at 100% constantly but AIDA 64 showed that the cpu was not at 100% usage. What is going on :/
