According to the Dell Optiplex 990 spec sheet, the 990 supports 2nd generation i3.i5, and i7's.
A quick search of Passmark baselines shows no Xeon processors in the 447 systems tested.
The highest performing CPU in an Optiplex 990 by the way is the i7-2600 with a CPU Mark of 8771. In fact that is responsible for the top 207 scores.
If you need particularly to have a Xeon system, consider selling the Optiplex 990 and buying a used HP z-series or Dell Precision Xeon workstation which anyway can be a generation or two newer and with have more modern features such as SATAIII, dual PCIe 3.0 GPU slots, and USB 3.0. An HP z420 with a Xeon E5-1620 4-core @ 3.6/3.8Gz can cost under $300. Workstations are also designed for reliability, usually have larger power supplies, support a larger amount of quad channel RAM, and are made for quiet running.
