Odd USB Issue.

Hello, I've made a couple threads about this before but never found a solution. I play a lot of CS:GO and I can't stay consistent because the mouse feels like it's changing sensitivities. For example if I a 3.0 USB port the mouse feels much slower, and if I a different 2.0 port it'll feel faster, or slower It's random. So months past without any answer I figured that it's probably in my head last night I plugged the mouse in a different port and the difference is unreal. I've searched hours all day and still haven't came across a solution. I've tried reinstalling and uninstalling mouse drivers. Windows 10 X2 and most recently Windows 7. I've cut off all mouse accel, and downloaded MarkC mouse fix. I've played over 3k hours in CS:GO and I've had this type of problem before. I've bought 5 different mice over the course of 6 months and couldn't remain consistent with anyone of them. If anyone has any insight please comment any ideas or suggestions.
My Specs: (Didn't have problem with old Alienware) Mobo: Gigabyte H110M-A RAM: 8GB PSU: 700w (Off band Ebay) GPU: MSI 1070 CPU: i5-6600k Windows 7 Pro
Tl;Dr Mouse feels weird in different ports.

If you're convinced that it's not in your head at this point, and you've gone through all that troubleshooting, my best guess would be that it's your motherboard. It could be a variety of things going on with your mobo, whether it's bad USB ports, outdated firmware, or a bad cable running to your case usb ports. It could also be that your motherboard just isn't that high quality. I normally wouldn't think it's something like this, but if you've clocked 3k hours, you probably notice very small differences. Would you be able to RMA the mobo at this point?

I would also recommend upgrading your PSU, while it may not be directly relevant to the current problem, (and it just might be, I've seen stranger things happen with PCs) I would never...
