Should I buy RAM/SSD or both for my laptop?

Hi, I have a lenovo flex 14 laptop with 1.7 Ghz i3 4010U and 4 GB ram. I use it mostly for web surfing, watching videos and some light document editing. Recently, folders and programs are taking a lot of time to open and the lag is even more apparent while browsing. Currently, there is one pinned tab and 2 open tabs in my chrome and the RAM is at 70% and for more than 3 tabs open the tab automatically starts reloading when cycling between them. So, would upgrading only RAM be enough or should I get an SSD too. One more thing, I want to spend as little as possible since I use this laptop mainly for surfing which I admit can get a little bit heavy and one or two other normal programs, nothing intensive or demanding and so spending on SSD when I don't need one would be a waste. What do you think? Please explain in detail especially SSD part and its effects.

I am sorry if I had not made myself clear.

What I want to know is, would a RAM upgrade will be enough or would I need to upgrade SSD as well to improve performance (for the current usage conditions)?

Please read the question once again.

I did read the question. Since you have to disassemble the unit to do EITHER an SSD or memory, the choice is less clear. If it was open a door and pop in some RAM, that would be the easy answer. But, the amount of work to do either upgrade is the same. I would just do both, since the delta cost is just the cost of materials.

This is where the problem lies. On one hand there is 500 GB hard drive that I have no problem with and on the other hand is a 250 GB ssd that would cost around 150$ and on top of that I will lose half the storage or pay even more to get a 500 GB ssd.

So my question was, is it worth it since the laptop is 3 year old and would probably be replaced in an year or two at most?

Or would a ram upgrade from 4 to 8 gb would be enough to solve the current issues that I am facing i.e. the browser issues and lag and slowdown?
