2nd cpu fan going 100% despite low temperature?

I got a H440 NZXT case with everything hooked up properly according to that imgur pic that showed the fan hub controller.

However, I built this PC about 2 weeks ago and everything has been working perfectly ever since today when all of a sudden my computer started making the sounds of a leafblower

As you can see my CPU_OPT fan is going max speed (I got a Noctua D(15?) with an intel i7 7700k slightly overclocked and 3000mhz ddr4 overclocked to 2.9k mhz, ASUS ROG Strix 1080 TI and a ASUS ROG Z270E Mboa)

My fans has always been sitting at 20% in idle and today when I booted this c*nt just went up to 100% and I've tried QFAN tuning in bios and I've tried using the AI Suite 3. How do I make it go down again? Or do I have to unplug it and rely on 1 fan only and downclock my cpu again? :[[
 
Solution
Well, go to Bios, press F7 to enter advanced mode, go to monitoring, scroll down until you see fan control section, adjust fans manually. If it doesnt work then try to connect your second cpu fan into chassis fan header to check.

I'll try that when I'm back tonight. As far as I know there is no fan control section on the z270e, only their qfan thingie that didnt help out at all
