After Power Outage , Can't use both RAM sticks consistently.

After a power outage , My pc has gone to shit. Sometimes my computer uses 4gb and sometimes it uses 8gb (Rarely).

After researching a lot for solutions , I've been using the "holding the power button for 15 seconds" trick for my PC. Well , Sometimes it does work and fixes my computer back to use 8gb / 2 sticks of my ram. (sometimes it doesn't work).
Then after a day or two my pc crashes and once it works again it ALWAYS goes back and uses 1 stick of RAM (4gb) and my pc never crashes from there.
Another thing , Everytime my PC crashes and it doesn't work again. What I mean in "it doesn't work" , I mean the PC doesn't boot at all. Not the Windows startup , Not even the Motherboard startup and not even the gpu startup happens. JUST BLACKNESS. No signal from my keyboard and none in my Monitor , It just goes back to power saving mode.

I've been looking for the problem for about 2-3 months already.
Here's what I think :
1. Mobo is fried.
2. Bad Ram sticks.
3. The fan thing is too dirty? Haven't cleaned it in 4 months. I think my pc overheats and crashes , but does it explain my RAM going half?


 
1. Possibly, particularly if you use a poor quality PSU.
2. Easy to test with Memtest86+ or Windows memory diagnostics.
3. You'd have to live in a very filthy place to have dirt issues after only 4 months. If your environment is that dirty, then use a case with filters over all inlets.

Are there any other alternatives for memtest? Cause for some reason , I may or may not have a usb to use memtest86 with.
An application that I can use in windows?

I forgot to mention that in CPU-Z it reads that my memory is 8 gigabytes (as provided in the link). But in windows and task manager it's 4gb?

I'm sorry for not replying for a month but ,

I'm gonna close this thread because I've already solved this by removing the CMOS battery and putting it back after 15 mins. The PC runs normally with both 8gb. Not sure what the problem was , But at least it's working.


I'm gonna make a new one though because I'm running into a new problem.
It wouldn't hurt if I could ask some questions here , Right?

It's a pretty simple problem but I can't pin point what's causing it.
My PC has been acting weirdly. This may or may not be a stupid question but every time I start a game and it's loading for the first time , It crashes.
Now , The reason why I mentioned that it could be a stupid question is because it only crashes whilst I'm playing music ( Spotify / Youtube ). It may be a weird coincidence but it's worth a shot just in case it's a contributing factor to these crashes.

It has only happened to me thrice , I will notify you when it happens again.
