Crysis 3 stutters on rx 480

Pc specs: sapphire nitro rx 480 4 gb oc, i7 4790k, 16 gb ddr3 1600mhz

So today, I decided to re download crysis 3. Just for fun. I loaded the game, set it to 1080p, Very high, motion blur:low, lens flare off
And I have to say, the game suttered like hell. In the first mission, when I looked towards the rain, the frame rate would stay around 15-25 fps. And when I looked at other places, it would stay around the 50s.
Why is that so? The game was mostly unplayable. I checked some rx 480 crysis 3 benchmarks. Others would easily play at 60fps locked. My gpu usage never went above 50%, cpu usage stayed around 60%. So I'm not sure what's the BOTTLENECK here.

Is there a problem with my gpu,?because I also tried resident evil 7 and it also stuttered like hell When I was in the yard(outside the house), and mostly when I looked at some sections in the house.

Did you change any AMD wattman settings?

Is it running in fullscreen, windowed or borderless?

I suggest checking for new drivers, and/or checking the game's integrity.

I an rx480 and i7 6700k and my FPS never drops below 60.
 
Your graphics card could be scaling at a higher resolution than 1080p. One of those graphic settings like TSAA (don't quote me on this) could be resulting in lower FPS due to running the game at a higher scaled resolution. People max out their graphical settings all the time without an understanding of what each one actually does. I was one of those people.

Yeah, Im sorry for not mentioning that. I have the latest drivers installed (17.5.2).. I am running the game in Full screen. I havent installed amd wattman so no, I havent changed any settings in that.

So, what do you suggest I do. Like, I can try turning off TSAA and then updating you with the new result.

I also forgot to mention. I have 2 chassis fans installed. So, the avg temps while gaming is 68C. Or may (in rare cases) peak up to 74C. And also, both the gpu and cpu clean. So dust etc isn't an issue.

Only two case fans? It may not be a direct solution, but adding a couple more probably wouldn't hurt.

The option SgtScream is referring to is normally called exactly what it is: resolution scaling. If it's above 100%, the game is being rendered at a higher resolution (i.e. 200% scale at 1920x1080 is being rendered at 3840x2160 and then squished back down to fit your screen); turning it back down to 100% lowers the load on your GPU.

I'm not even sure Crysis 3 has a resolution scaling option. I do know what it does. But it doesnt have any option

The settings I was referring to appear to be in the 2nd picture; however, they seem to be disabled, meaning that's not the issue. Hmm. On the first page there's a dropdown for "Antialiasing method" that's set to something specific; change it to "Application controlled" and see if that helps any.

I only have options
1) Multisampling
2) Adaptive Multisampling
3) Supersampling
Currently, Multisampling is in use. Which one should I choose of these 3?

I reinstalled my Windows. Also I now installed 17.5.2 driver. Before reinstalling windows, it was 17.4.x(don't remember the last number but it was the latest in 17.4 series).
I also set up my gpu fan speed to 81% fixed (all the time), but I doubt this affects the performance.
I'm not really sure about what else I did. Nothing major though, that's for sure.
As I mentioned, resident evil 7 was quite stuttery, especially when I got in The yard. In fact, i locked The game at 30 fps :3. Others (with similar setups got around 80-100 fps.)I testted hitman but that wasn't too bad. I ran the benchmark with "high" settings,got around 80 fps.
As for when I bought it, my father already had the i7 4790k(he might have bought it 1.5 years ago, not sure). I got the rx 480 in December of 2016
The main question I have is, my gpu usage doesn't stay high constantly, but my cpu stays around 70% 80%. This is what I don't understand. My cpu speed is 4.0 GHz.

It was fresh obv, I installed it from a USB. Even though, I did choose to keep my old Windows files in my C disk in a folder, with the name "Windows.old"

Things have quite improved, I must say. But this software is only for CPU limited users. How am I cpu limited?

Ohh. never thought of that. It's on Power Saver mode. Let me test it again.
