If you are using
CPU rendering, consider a Ryzen 7 8-core 1700, but if the rendering is all
GPU, you can use a 4-core Ryzen 3 or fast Intel i7. A lot of rendering today however, are "hybrid", using both CPU and GPU and in fact I use different programs that use both.
My approach to a CPU rendering system has been to upgrade a used workstation with a lot of cores:

That is closer to INR 90000 total but that's the idea for
CPU rendering> 16 cores /32. threads at up to 3.8GHz- 3.4GHz on all cores.
