Where is my bottleneck?

Hello,

I made some upgrades to my PC within the past year and I feel like my PC is not performing to its current potential. I have copied the template provided on the forum and will fill it out to the best of my ability below as well as a copy of my general specs.

Template

In order to make things easy, copy and paste the following template into your post and edit the italicized examples to suit your needs:

Approximate Purchase Date: Original build was 2006 but each and every part has since been upgraded, ergo, it's a completely different computer and difficult to age. Most recent upgrade December 2016.

Budget Range: I don't really have a budget for this, I'm not looking to min-max, I just want to get the computer to run efficiently.

System Usage from Most to Least Important: Live streaming / gaming

Are you buying a monitor: No



Parts to Upgrade: This is what I'm hoping you will tell me.

Do you need to buy OS: No
Please note that if you're using an OEM license of Windows, you will need a new one when buying a new motherboard.

Preferred Website(s) for Parts: Newegg.com or anywhere that is both cheap and reliable.

Location: Lakeland, Florida USA

Parts Preferences: I prefer AMD cards as they are robust but I'm not ignorant of the advantages of Intel and nVidia. Thusly, I am open to any possibility.

Overclocking: Maybe

SLI or Crossfire: Maybe

Your Monitor Resolution: 3840x2160

Additional Comments: My computer currently has "a window with lots of bling" but that is only because I needed to increase the size of the tower a while back and the thermaltake gaming tower was the cheapest thing I could found. Typically, I like to keep things looking as simple and unassuming as possible. Games I play range from benchmark games like Black Desert Online to psychologically driven games like Devil's Tuning Fork. I use XSplit gamecaster and XSplit Broadcaster. I also run Discord and skype while gaming / streaming as it gives me an alternative medium to communicate with the community (discord) and friends/family (skype).

And Most Importantly, Why Are You Upgrading: I am upgraded because in spite of what I ignorantly percieved to be a solid build, I am only getting 22fps when playing on medium graphic settings on games like Black Desert Online, Fall Out 4, and Alien Isolation.

AMD Radeon RX 480 dedicated 8gb DDR4
Ripjaw 16gb DDR3 RAM (this is where I suspect my problem lies).
AMD FX 8320 Eight-core Processor 3.50ghz (4.0ghz overclock capability but not in use)
AsusTek Computers Motherboard M5a97 R2.0
Corsair CX750M PSU (I also suspect this to be part of the problem but I am unsure).
SSD 500gb /C:
HDD 1tb /D:
HDD 750gb /E:
NAGA Razor Gaming Mouse
Steelseries MERC Gaming Keyboard (I will be changing this shortly because it's simply too flashy for me).
Logitech G533 7.1 Surround Sound Headset

Now that the template is out of the way;

All I really want is to make full use of my graphics card. I don't have a need to exceed its capability. What would you recommend upgrading, in order of priority, to make this possible?

the 480 is great at 1080p, and can handle 1440p at reduced settings (like no AA), its at 4K that it falls down.

you'll see a sizable improvement in your FPS with the 6/8 core Ryzen. It won't be as high as, say, a 7700K, but still very playable, and the extra cores means you don't lose as many FPS when streaming
ok, an RX 480 is going to struggle at 4K, and the 8320 was a good-for-the-money CPU 5 years ago.

I'm going to recommend upgrading the core of the system: CPU, RAM, MOBO, and possibly Video Card:

given all the multi-tasking you are doing (gaming, streaming, discord, skype), I'm going to suggest a Ryzen CPU. either the 6 core 1600/1600X, or the 8 core 1700.
Put it all in a decent B350 motherboard
Add 16 GB of DDR4-3200 G.Skill Ripjaws V or Trident Z RAM.

to run at 4K, you need a beefier GPU. as Crossfire/SLI support is spotty in most games, I'm going to suggest jumping over to a single GTX 1080 or 1080ti, if you can swing it.

Thanks! Would your suggestion change if I said I only really need to be able to play at 1080 HD? That happens to be the max resolution at which I can live stream and I'm not sure that enough of the market is running 4k that I'll really lose anything.

To the subject of the question, however, all I really want is to efficiently use my current tier. I still experience a considerable drop in frame rate at 1080 (mid 20s low 30s). Feels a lot like playing a PS4. If that's the best I'm going to get out of this graphics card so be it.
