Upgrading PSU for better GPU ?

Hello ,
So first time posting here so going to get right into it .

I have an acer aspire x3200 .
Yes it's old af, and no i do not want or can buy a new pc .

So atm there is a psu in my pc at 220W . I have another pc for parts that has a 400W psu .
So i wonder if i can put that psu onto the motherboard without anything bad happening to it .
I also wanted to know if not possible / Or possible . If i can putt a new graphics card in there like a gt 220 .
I am not good with picking the right parts for my pc . I know how to pull things out safely and all that and place them back in .
But when it comes to power management i derp out.

So
1: Would a 400W+ be ok to fit on my motherboard .
2: Can i replace the graphics card to a better one ?

The pc specs are as followed ,
4gb ddr2 ram
Geforce g100
amd athlon dual core 4850e 2.50ghz
64bit system
