What cooler are you using?, temps are a bit hot but nothing really bad or to worry about, you can go to bios and set voltage manually if you want.

You likely have high performance mode turned on in windows power options, change it to balanced and restart the pc. Wait a few minutes and check to see if the clocks dropped.

What cooler are you using? And what is cpu vcore voltage set to? Those temps are high for idle even if the cpu is running at its turbo clock constantly. I have my 7700k running at 4.6ghz 1.2v vcore constantly and I dont go above 35c or so at idle, with a hyper 212 evo cooler and around 21c ambient temp in my room.
