is the ryzen 1600 stock cooler rgb?

this website has "RGB" listed in the name of the 1700 but not the 1600 so im a tad bit confused.

also if it isnt rgb, whats a nice budget cooler thatll allow me to hit 4.2ghz if the chip itself is able to?

It is not rgb, basically nothing will let you hit 4.2 at a sane voltage. There is certainly no budget cooler that will allow it even if you're willing to run too much Voltage. Cryorig h5 ultimate is a pretty good value and will likely keep that chip cool up yo it's max speed

Hitting 4+ is a craps shoot with AMD. Some 1600x's can. Some 1600's can. But if OC'ing the 1600 and the 1600x OC to the same max. Welcome to the Silicon lotto. Hyper 212 or Cyborg H7 are the best with the later being 10 bucks more. If wanting a better chance gotta water cool.
