What's the optimal pump speed?

Hi.
I have a desktop with the following relevant components:
i7 6800K CPU, Asus x99-a ii mother board and "Corsair Hydro H60 High Performance Liquid CPU Cooler" (which is a single fan, 120 cooling loop).
When I enter the fan configuration in the bios, the default settings for my pump are 100% speed across the board. That is, it's supposed to work at max speed at all times regardless of temperatures.

1. Why is it? Does it make sense?
2. What would be the optimal configuration?
3. I actually changed it a bit to run at minimum speed all the way up to 45C, and then to start picking up pace. Is it safe?

I'm a complete beginner to this stuff, so any piece of info would be appreciated.

Usually a constant pump speed isn't a bad thing. You then vary the fan speed on the radiator. The pump makes almost no noise, so there is no reason to not let it run at a constant speed.
