Why won't my new EVGA GTX 1060 work?

So first, I bought a GTX 1060 and tried to install it but found that my power supply didn't have a PCI-E cable. I tried to make it work using the 6-pin to molex adapter that came with the card, and the card appeared to get a surge of power upon startup (the fan turned on), but nothing more (the fan quickly turned off and stayed off). So I went ahead and bought a new PSU with a PCI-E cable, assuming I was just messing up some wiring and that it would all be easier with a PCI-E coming straight from the power supply. Got that all hooked up, everything works fine, so the PSU is good (and new). But upon trying the new GPU, I find that the same thing happens! The fan spins for a no longer than a second, and no output is made. Most of the other forum threads talk about how they have problems with BIOS not recognizing the card and how they should update BIOS, but none of them seem to have this problem. What am I doing wrong? Thanks!

My MOBO is the AMD 760G chipset, my processor is an AMD FX-4300, and my new PSU is an EVGA 700B.

Update: the fan on the card is very weakly spinning, and still no output.
 
Solution
HDMI to VGA adapter should work - there are no 'passive' adapters of this kind, as HDMI is always digital (unlike DVI). Plus if pure HDMI connection to TV is also not working, that would point to card problem.
As for fans start/stop, that is not unusual - new cards use fans only when they got hot. On the system start they do test spin to find out if fans are working, and stop them because card is cold.

Try to test your GPU at different machine, as for now it looks like it is the cause of your problem.

ok so the fan is not spinning? Card might be bad. It could be when you tired that adapter. I would RMA that and try again. Cause with nothing plugged in the fan on the card should spin.
 


I suspect this may be your problem.
What VGA to HDMI adapter did you get? It has to be an 'Active" adapter (as opposed to "Passive") that is powered. The reason being is that the Pascal video cards have no Analog signal, only Digital, and a Passive adapter won't help.
Look up "Active VGA to HDMI Adapter". You can get one of them, or put the money towards a newer monitor.
 


Should have better success with the TV for sure. I've never hooked my PC to my TV with HDMI, so not sure of all the requirements. Some newer TV's have a specific input for use with PC's. What Make/Model TV is it?
I would update the BIOS (not sure if you did) because some boards require that. Then I would go into the BIOS and make sure that the Integrated Graphics is disabled/Enable the PCI-e GPU there.
