CPU fans ramping up and down.

Hey, I have recently built a new system and am having some issues with my CPU cooler fans.

I am running a ryzen 5 1600, asus prime B350-plus MOBO, a hyper 212 evo with 2 corsair ML 120 Pro LED fans set up in a push/pull config. The two fans are run though a fan splitter, and plugged into the CPU fan header.

So here is the issue, even when at idle (only hardware monitor running) the fans are very noticeably ramping up and then back down changing speeds constantly.

Hardware monitor reads out as follows:
When the fans are at lower RPM,
~515 RPM and the CPU Package temp will quickly rise to about 38
When the fans are at a higher RPM,
~1000 RPM and the CPU Package temp will quickly fall to about 29
I have the fan curve set on silent in the Bios.

This just seems odd to me, and like I said it is VERY noticeable in the noise coming from the tower. It wouldn't bother me too much but the constant change in noise level is hard to ignore. it would seem as if the fans would just spin somewhere inbetween in order to keep the CPU at a more constant temp at idle.
