All anyone can go off is what's happened in the past and looking for the pattern of when new cards are released. So make what you will from this;

I mean are they releasing their cards on regular basis?
Or for example how much is the performance difference between a 1070 and 2070 (if they name it)
I want to build a pc but it's been like one year 10 series are out so if the next gen is to be out soon I can wait for the next gen
Any guesses?

Yes, it is. I did actually give you credit for it too, I really don't know what happened, I must have pasted over the top of it. Sorry.
