CyberPowerPC Windows 8.1 disk

I ordered a cyberpower pc awhile back and it came with a windows 8.1 disk. Am I able to use this to install windows on my buddies computer?

You can install it off the disc sure, but the CoA (key) is unique to your PC.

No, the license is for the one computer it came with. That is how OEM Windows works. If you are looking to just install Windows and your friend has their own legitimate license, then yeah. it should be Ok.

That OEM license if for your PC only.

You can download the generic Win 8.1 install ISO direct from Microsoft, here:
https://www.microsoft.com/en-us/software-download/windows8

But he will need a valid license key for this.
Around $90 or so.
