Hello, I'm buying and building a budget PC, me and my friend are splitting the cost and building it together. I don't want to spend over $400 so I kept the price range $200-$350 preferably. I have a few parts I can keep. I have a Seagate 1 TB Memory I can use aswell as 2 8gb RAM sticks. Everything else I need to buy, I don't care whether it's a APU or CPU with graphics card just as long as I can run games like Overwatch / World of Warcraft / Street Fighter 5 on med-high settings with 60 FPS. Thanks.

Here is a build just under $400. For the OS download windows 10 as it works unactivated with just a nag text in the lower right mostly.

You could go with 1x4gb of DDR4 RAM which would put the cost under $400.

He said he already has a hdd but not sure about whar 16gb kit of RAM he has, I guess DDR3. If that is the case maybe he would be better buying an used older platform with DDR3 support like Haswell locked i5+H97 mobo.
