Within the next week or so I am aiming to buy a Ryzen 1700x CPU. Plus switching out my MOBO, but that hasn't been fully decided yet. I am in the market for new RAM, at least 16GBs.

Its been awhile since I've bought parts so I am rusty and a bit worried on buying parts. I don't know if it helps in picking but this pc will be mainly used for gaming, streaming, and editing.

Budget is up in the air, but I know well enough 16gb is gonna run me over $100, so any suggestion are welcome as long as they are extremely high.

It depends on the motherboard and what it supports. From what I've read Ryzen works better with faster RAM so I'd likely recommend the faster RAM that works with the motherboard.

When you do decide on a motherboard they will have a compatibility list on the manufacturers website.

EDIT: Saw your other post. This is what I'd recommend

PCPartPicker part list / Price breakdown by merchant

Motherboard: Gigabyte - GA-AX370-Gaming K3 ATX AM4 Motherboard ($133.98 @ Newegg)
Memory: G.Skill - Ripjaws V Series 16GB (2 x 8GB) DDR4-3200 Memory ($119.99 @ Newegg)
Total: $253.97
Prices include shipping, taxes, and discounts when available
