Cpu bottlenecking with Gpu or not ?

Hi..
I have core2quad 2.4 ghz q6600 8mb cache , 8gb ram ddr2 and i have gpu gtx 1060 3gb mini itx oc 3g. I am playing watch dogs 2 and cpu usage is not increasing to 20-40% its sticked to 30-40% and my processor is not overclocked its stock 2.4 ghz so guys suggest me should i buy core2quad 3.0 ghz q9650 ? or recommend me the best cpu for gtx 1060 3gb ? so that i could get good fps ? as i am getting quite low fps 20-30 fps and low gpu usage 30-40%.
 


It'll only help a tiny bit even the q9650 isn't enough for watch dogs 2 (below min spec) or any modern game. Just save up and buy the g4560 + motherboard + ram.
 
The G4560 is a lot more costly as you also need to buy a new motherboard and ram. The G4560 is roughly comparable to an i5 2400. For now, $30 for the Q9650 seems like a great idea. That extra performance will help a lot. Just lower settings like shadows/shadow quality to minimize the CPU bottleneck. A G4560+Mobo+RAM is for about $200 USD. I would probably not upgrade unless i really wanted better performance and can easily afford it.

sorry for the noob question i am pro abour graphic cards but has no experience about cpu this g series versions kindly if you can guide memore pentium g4560 is called core i3 4th generation ? or some other generation processor ? or it is a board which support other core i5 4th generation processor or core i7 4th generation processor ? can you talk in core i3 core i5 language ? i cant understand this pentium g4560..
 
The G4560 is a 7th gen Pentium processor. You would need a B250M (LGA 1151) mobo abd DDR4 ram for it.

And i am biased for branded machines because their mobo is mostly not repaired because they use ti be fixed with bearbone and i prefer to buy dell machine or hp machines (branded) like dell t1650 hp 8300 instead of getting asus , gigabyte or msi custom mobo and pair with processors and power supply i have a great experience of branded machines i never met such an issue with it as i have seen many of my friends met an issue that their mobo got an issue sometimes their mobo slots become defected or other stuff so what do you suggest ? which would be the best branded machine that could support this pentium g4560 in dell or hp ? kindly mention the model name
 
the i5 3470 uses the LGA 1155 socket type. Its more powerful than the G4560. Custom built PC's are almost always better than prebuit crap. What is your budget for an upgrade? I'd recommend get the Q6950 for now and upgrade later down the road.

In My area i could get only i5 2nd gen processor in 80$ and motherboard 20$ and i am pretty interested to buy dell t1650 or hp 8300 branded machines in which i could get power supply and motherboard fixed which ilove to do gaming on branded machines and never faced any issue branded machine and processor can work but i am afraid if i buy t1650 dell or hp 8300 branded machine and i5 processor 3470 could not work on it then it will be a problem because many of the branded machines bios use to be lock what do you say and if i make unbranded built then mostly mobo use to be repaired sometimes its ram slot do issues or sometimes pcie slots do issues..
