Will an RX 580 bottleneck an i3-7100?

I'm looking to buy a new gaming PC for $1000 AUD ($750)
My choice for a processor is currently an Intel Core i3-7100, I know an i5 is much better but it is $100 more expensive.
I am choosing a fairly high-end GPU; an RX-580, I need to know if the CPU will bottleneck the 580 more than 10%. (loose 10% Performace when coupled with the CPU)

If The 750$ are for just the build you could have the i5 7500 or ryzen 5 1400 (or 1500x) with the rx 580 wich is a totally fine build for under this budget. But If you have 550$ build + 200$ peripherals (monitor + mouse + keyboard + wifi card...) You should go with i3 7100 and the rx 570 cause the i3 WILL bottleneck the rx580 (even more than 10%) maybe put the extra money on a small ssd or...
