CPU underperforming ?

Hello,
Recently i have noticed some fps drops when i am playing games so i decided to find out what was going on, and found that my CPU seemed like it was underperforming.
My rig :
GTX 1070
i7-4790(non-k)
16GB RAM
my physics score on 3dmark was about 6000 ,i tested it 3 times they were all close to this mark
and even though it doesn't matter my graphics score was about 18500

Personally I would investigate fps drops using something along the lines of MSI Afterburner to monitor certain things like CPU, GPU and RAM usages, fps and frametimes, pagefiles and temperatures in order to see if there's an established pattern for drops.

Benchmarking can be interesting though I suspect they're more comparative to other people's systems. Depending how they're running their systems the benchmark comparison could prove misleading.
