New graphics card gets lower fps than previous graphics.

I was using my built in CPU graphics (lol ik) and was getting around 60 FPS in CS:GO, which was completely unacceptable. So I installed an r7 360 which made no difference (can get even lower than old graphics).
I used a program called Open Hardware Monitor which told me all the temperatures of my parts. The new GPU got 45 degrees while gaming and the CPU got around 50 degrees while gaming as well. I have an A4-7300 btw if that helps, Thank you.

I looked this up and it seems to be a common problem. A lot of their solutions are to use a DDU and install new drivers. I downloaded a DDU and when I started it up, it says a file location and button to 'Extract'. So I did and something loaded and closed within a split second. Is this normal?
 
If your frame rate is hitting a maximum of 60fps, you may have v-sync enabled, which will match your frame rate to your monitor's refresh rate to avoid screen-tearing artifacts, but will introduce a bit of input lag. If you don't mind screen-tearing, you can disable v-sync by going into the advanced video settings in CS:GO, and setting "Wait for Vertical Sync" to "Disabled".
